Kathmandu: The 20th Central Committee of the Communist Party of China (CPC), in its 3rd Plenary Session, outlined key reforms in cultural services, cyberspace governance, and international communication to further advance China’s modernization. The session emphasized strengthening cultural confidence, fostering ideological progress, and promoting technological integration in cultural and digital sectors.
Strengthening Public Cultural Services and Industries
The CPC highlighted the need to improve public cultural services by decentralizing resources to local communities, encouraging private sector participation, and implementing reforms in public cultural institutions. Efforts will be made to separate operational and ownership rights for public cultural facilities while modernizing state-owned enterprises (SOEs) in the cultural sector.
A people-centered approach to literary and artistic production will be adopted, focusing on talent cultivation and creative freedom. New mechanisms will be developed to integrate culture with science and technology, fostering emerging cultural industries. Reforms will also be introduced to improve government oversight of cultural and entertainment sectors, alongside systematic preservation of China’s cultural heritage.
Enhancing Cyberspace Governance
Recognizing the importance of a regulated and ethical online environment, the CPC announced reforms in internet management. This includes:
Stronger oversight of online content and public discourse
Tighter regulations on generative artificial intelligence
Improved legal mechanisms for cyberspace governance
A dedicated system for protecting minors online
These measures aim to strike a balance between innovation and regulation, ensuring a secure and ethical digital space for all users.
Expanding China’s Global Communication Strategy
To strengthen China’s international influence, the CPC will restructure its global communication framework and introduce innovations in media diplomacy. The focus will be on:
Developing a multi-channel and multi-dimensional global narrative
Enhancing China’s discourse system for effective storytelling
Promoting the Global Civilization Initiative to encourage cross-border cultural exchange
Facilitating outbound and inbound visits to enhance international cooperation
The 3rd Plenary Session reinforced China’s commitment to modernizing its cultural, digital, and international communication landscape, ensuring that cultural and technological progress aligns with economic development.
